Duties

The Finance & Administration Manager leads a team providing financial services and advice to functional managers and their teams, in the delivery of programs and operations at our parks and sites within the Western Newfoundland & Labrador Field Unit.

Some of the key duties include:

• Plan, organize and direct financial and administrative services for the organization including establishing internal policies, procedures, practices and systems, activity plans, reports, and priorities.

• Manage for results through effective use of financial and human resources; monitor/evaluate programs/delivery; and report on performance/accountability targets.

• Conduct financial analysis outlining the implications of operational decisions, and assess the impact of decisions on future resource levels. Conceptualize, plan, develop, direct and administer strategies which address both current and future needs of the organization and provide direction on program expectations by ensuring the efficiency and effectiveness of the financial/administrative programs and policies.

• Lead development of employee capacity and learning; Establish performance standards and provide feedback to staff; provide functional leadership to staff in other locations or field units.

Work environment

The Western Newfoundland & Labrador Field Unit includes Gros Morne National Park, Port au Choix National Historic Site and L’Anse aux Meadows National Historic Site in the Western Newfoundland region, as well as Red Bay National Historic Site, Torngat Mountains National Park (Tongait KakKasuangita SilakKijapvinga in Inuktitut), Hopedale Mission National Historic Site and Akami−Uapishkᵘ−KakKasuak−Mealy Mountains National Park Reserve in the Labrador region.

Gros Morne National Park is located on the west coast of the island of Newfoundland. There are rural communities within and near the park boundaries, including Glenburnie-Birchy Head-Shoal Brook, Woody Point, Trout River, Norris Point, Rocky Harbour, St. Paul’s and Cow Head. The park’s southern boundary is approximately 25-30 minute drive to Deer Lake, NL, where the nearest airport is located (Deer Lake Regional Airport), approximately 1 hour drive to Corner Brook, NL, and approximately 3-3.5 hours drive to Port aux Basques, the nearest ferry access from Nova Scotia (through Marine Atlantic).

Intent of the process

This position is located in Gros Morne National Park, and regular (ie. weekly) presence in the Administration office in Gros Morne will be required.

The results from this competition may be used to staff similar positions in the future on an indeterminate, term, seasonal or acting assignment basis.

*Indeterminate employees at the same group and level or equivalent may be considered for deployment. If no deployment is made, applicants from other groups and levels will be considered in the advertised appointment process.

Education:

• Graduation with a degree from a recognized university with acceptable specialization in accounting, finance, business administration, commerce or economics.
OR
• Eligibility for a recognized professional accounting designation (i.e. CA, CMA, CGA, or CPA) with experience related to positions in the FI group.

Degree equivalency

Experience:

• Significant and recent* experience managing the delivery of financial and administrative services (such as budget management, salary management, accounts receivables, material management, conducting financial analyses and reports, and records management);
• Significant and recent* experience preparing, analyzing and interpreting financial management reports, and conducting financial analyses, budgeting, forecasting, and costing;
• Experience providing strategic advice on financial policies, directives and guidelines to a wide variety of stakeholders;
• Experience effectively leading and coaching staff in an inclusive and respectful manner (including full-cycle performance management responsibilities).

* Significant and recent experience means experience that was a core part of the candidate’s employment and is normally acquired over two years and is normally obtained within the past five years.

• Knowledge of the Financial Administration Act, Treasury Board policies, regulations and Directives related to financial and administrative services;
• Knowledge of financial planning, forecasting techniques, systems and reporting practices.

Abilities:

• Ability to think critically and provide strategic advice to the management team on financial and administrative matters, and leading a complex financial and administrative program;
• Ability to organize workloads to effectively manage multiple demands and competing priorities in a proactive and solutions-oriented manner;
• Ability to effectively manage human resources in an inclusive and respectful manner (both in-person and virtually);
• Ability to communicate effectively, both orally and in writing.

Operational Requirements:

• May be required to obtain a secret security clearance for acting purposes.
