About the position

Duties
As an Industrial Relations Officer / Alternative Dispute Resolution Officer or Specialist, you will manage a diverse caseload of labour and employment disputes before the CIRB and work directly with parties to facilitate their resolution.
Your responsibilities may include:
• Mediating complex labour and employment disputes involving employees, unions, and employers
• Managing cases from an early stage, communicating with parties and their representatives, identifying the issues in dispute, and helping ensure that matters progress efficiently
• Applying your knowledge of labour relations, legislation, and jurisprudence to assess complex factual and legal issues
• Conducting pre-mediation discussions and mediation sessions, adapting your approach to the circumstances of each dispute
• Working with a wide range of participants, including individual employees, union representatives, labour-relations professionals, senior executives, and legal counsel
• Managing sensitive and sometimes high-conflict situations with sound judgment, discretion, and impartiality
The role requires strong judgment, excellent interpersonal and communication skills, the ability to quickly understand complex labour-relations issues, and the capacity to establish credibility and build productive relationships with people who may be experiencing significant workplace conflict.

Work environment
The ATSSC is a department with over 600 employees. Its mandate is to provide support services to twelve (12) federal administrative tribunals, covering areas such as human rights, industrial relations, social security, international trade, specific claims of First Nations, cultural properties, and many more. Established with the goal of centralizing tribunal support services, the ATSSC is also committed to continually enhancing access to justice for the Canadian population.

The Canada Industrial Relations Board (CIRB) is an independent, representational, quasi-judicial tribunal responsible for the interpretation and application of the *Canada Labour Code* and other federal workplace legislation. Its work affects employees, unions and employers in federally regulated industries across Canada.
As an Industrial Relations Officer / Alternative Dispute Resolution Officer or Specialist, you will work in a dynamic and intellectually stimulating environment where no two files are exactly alike. You will deal with a broad range of labour and employment matters and interact directly with parties who may have very different interests, perspectives, and levels of familiarity with the Board's processes.
The position combines mediation, labour-relations expertise, case management and the application of legislation and jurisprudence. Officers exercise considerable judgment and autonomy in managing their files, while working as part of an experienced national team of dispute resolution professionals.
Much of the work can be performed virtually, including meetings and mediation sessions with parties located across Canada. Depending on operational requirements and the nature of a particular dispute, officers may also be required to travel and conduct mediations or other proceedings in person.
This is an opportunity to undertake meaningful work at the heart of Canada's federal labour-relations system and to contribute directly to the effective and timely resolution of workplace disputes.
Intent of the process
This is an anticipatory process to address needs at the Alternative Dispute Resolution Services Branch.
A partially qualified pool will be created and may be used to staff similar positions with various linguistic requirements, classifications, tenures, locations, or security level. The pool will be primarily used to staff positions within the ATSSC but could be used by all federal organizations listed in Schedules I, IV and V of the Financial Administration Act (FAA). EDU: Graduation with a degree from a recognized post-secondary institution or an acceptable level of education and experience related to the different positions of Industrial Relation Officer or Alternative Dispute Resolution Officer or Specialist.

EXPERIENCE
PM-MCO-01 (Stream 1)
EXP1: Experience in the field of labour relations or staffing, including the mediation, negotiation, or the investigation of various types of complaints or disputes.
PM-MCO-02 (Stream 2)
A minimum of 3 years of experience in the field of labour relations or staffing, including the mediation, negotiation, or the investigation of various types of complaints or disputes.
PM-MCO-03 (Stream 3)
A minimum of 5 years of experience in the field of labour relations or staffing, including the mediation, negotiation, or the investigation of various types of complaints or disputes.
ALL STREAMS
EXP2: Experience in negotiating settlements between opposing parties through direct negotiation or mediation or other dispute resolution processes.
EXP3: Experience in writing reports to management.
