About the position
DutiesThe Research and Innovation team supports the Canada Energy Regulator’s (CER) mandate by serving as a centre of excellence in data-driven risk assessment, analysis, and strategic engagement. The team leverages data, scientific evidence, and insights to monitor and assess emerging and systemic risks in the energy sector, informing proactive regulatory oversight and continuous improvement in safety and environmental protection. The team also advances regulatory cooperation and leads key initiatives on safety culture, providing expertise and guidance to internal programs and external partners
Reporting to the Director of Research and Innovation, the incumbent acts as a senior technical resource responsible for providing strategic advice to CER staff, executives and the Board on regulatory policy initiatives for proactive planning and informed decision-making across the organization. The incumbent provides coaching/mentorship of other professionals and leverages strategic partnerships within the CER, with government officials, Indigenous Partners, and other regulators to support issues management, promote shared awareness, process efficiency, and support inclusive leadership.
The incumbent may undertake the role of project manager and/or guide multi-disciplinary teams for complex projects.

The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• Annual performance pay which includes elements of individual performance and corporate performance.
• Annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in a single annual payment.

Experience:
E1. *Significant experience in managing projects with multi-disciplinary teams that involve conducting research, identifying strategic issues, analyzing options along with related policy and program development and implementation.
E2. *Significant experience in preparing comprehensive written analysis and briefing materials (e.g., reports, briefing notes, presentations) for senior management on **complex issues.
E3. *Significant experience providing strategic advice and recommendations to peers, management, senior-level management, and/or governing bodies through written and oral briefings on complex** issues.
*Significant experience refers to approximately 5 years of relevant experience, where the activities were the focus of the candidate’s work and were neither temporary nor ad hoc.
** Complex issues are defined as having one of the following characteristics: multidimensional, sensitive, confidential, affecting two or more partners or stakeholders, or having an impact on the delivery of programs and policies.
