About the position
DutiesAs a Technical Specialist for Indigenous Regulatory Oversight, you will report to a Field Operations Director and work closely with the Vice President (VP), representing Field Operations externally with Indigenous organizations, other Federal departments as well as internally at the CER across business units. You will provide expert knowledge and advice as a CER representative on various external committees and working group, leading the way in collaboration with other experts and leaders including other CER leaders, Indigenous collaborators, various subject matter experts, and Senior Management on matters related to compliance verification work, Indigenous risk models, and process improvements to advance the systemic model and Reconciliation with Indigenous Peoples of Canada. Specifically, key elements of the role will require you to:
• Represent the CER as a leader in various working groups and committees, such as the TMX Indigenous Monitoring Sub Committee;
• Initiate and lead process developments related to incorporating Indigenous Monitoring, notifications, Indigenous risk models, etc into CER structures;
• Consistently take a proactive leadership approach to identifying and resolving issues that may arise around a wide spectrum of concerns, interests, and opportunities associated with Indigenous participation in the lifecycle oversight of projects at the CER;
• Provide briefings to CER leadership on matters pertaining to the role;
• Liaise with CER regulated companies and other federal departments on multi-disciplinary matters generally related to advancing Indigenous participation and information sharing across organizations;
• Coordinate CER responses to incoming queries from various external organizations (Indigenous groups, other regulators, etc);
• Plan and coordinate engagement and team building events between Indigenous Monitors/Liaisons (IMs) and Inspection Officers (IOs);
• Develop and communicate means to incorporate feedback and concerns from IMs and Indigenous organizations into compliance verification plans for Field Operations;
• Train and coach IOs and IMs in matters related to conducting joint compliance work including technical, cultural competency, process requirements, conflict management, etc.
As reflected in the Essential Qualifications, this role requires a thorough understanding of the CER regulatory context, expertise conducting compliance verification work in Field Operations (designated and experienced Inspection Officer), strong communication & interpersonal skills, and demonstrated skill in working with Indigenous Peoples of Canada.

The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• Annual performance pay which includes elements of individual performance and corporate performance.
• Annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in a single annual payment.

Experience:
E1. Experience conducting field-based regulatory oversight activities within the CER, including working collaboratively with Indigenous Monitors in the planning and execution of compliance verification activities.
E2. Experience liaising and building effective working relationships with Indigenous organizations, regulated industry, and government departments to support coordination, information sharing, and collaborative outcomes.
E3. Experience facilitating discussions among multiple stakeholders with differing perspectives and synthesizing input into practical, documented solutions that are implementable and supported by those involved.

Asset Qualifications:
AQ1. Significant* experience working in a subject matter area directly related to the predominant topics of interest for Indigenous Monitors and Indigenous organizations including but not limited to environmental protection, heritage resources, archaeology, emergency response, safety, or damage prevention.
AQ2. Experience managing conflict effectively in the Reconciliation context.
AQ3. Experience supporting initiatives to Reconciliation with Indigenous Peoples of Canada and implementation of the United Declaration of the Rights of Indigenous Peoples.
*Significant experience is defined as the depth and breadth of experience normally acquired with having performed a broad range of various, complex related activities acquired over a period of approximately (10) ten years or more.
