About the position

Duties
As a director, you will report to a principal and contribute to the implementation of the Office of the Auditor General of Canada’s (OAG) strategic and operational priorities, aligning with the organisational vision and values.
You will lead audit operation teams responsible for the core mandate of legislative auditing. This role includes supervising and managing the performance of team members, ensuring audit quality and compliance with audit standards and OAG policies, and interacting with key internal and external interested parties.
You will contribute to transformation initiatives supporting our core business to deliver relevant, timely and high-quality audits (performance, financial or special examinations) or audit services. You will play an important role in identifying and implementing continuous improvement measures, working with colleagues across the office.
As a Director in IT Audit, you will lead a team of IT auditors primarily supporting financial statement audits in conducting IT general control audits. You will also provide support for special examinations of Crown corporations and performance audits.

We are legislative auditors. This means that we are independent of government and work on behalf of Canada’s Parliament, the territorial legislative assemblies, and the boards of Crown corporations that we have a mandate to audit. Through our audits, we provide objective, fact-based information and expert advice on government programs, spending, and operations. Parliamentarians and legislators use our findings to oversee government activities and hold public institutions accountable for their use of public funds.
The OAG is a separate employer of the federal public service in accordance with Schedule V of the Financial Administration Act.
The executive group at the OAG is not entitled to performance pay in addition to their rates of pay.
The incumbent will work on-site at 240 Sparks Street in Ottawa up to 5 days per week.

This process is to staff a position of IT Audit Director within Audit Operations at the OAG on an indeterminate basis.
A pool of qualified candidates may be established to staff in similar positions at the OAG in the future.

Assessment Process:
Various assessment tools may be used in this selection process, such as, interviews, a situational exercise, a self-assessment, references, etc. Other sources of information (such as performance assessments, talent management placements, work samples, board member knowledge etc.) may be used to assess the criteria identified on the Statement of Merit Criteria.
All the information collected during the selection process, (including behavior and communication), from the time of application until the end of the process, may be used to assess the candidates.
Top-Down Approach:
Depending on the number of applicants, volume management strategies such as top-down approach and/or establishing cutoff scores may be used to determine who will continue in the staffing process. Applicants who meet the essential experience criteria will be ranked according to the depth and breadth of experience they possess. Please note that although you may attain the established pass mark on any of the assessments used in this staffing process, management may decide to use a higher cut off score.

You need (essential for the job)

Your application must clearly explain how you meet the following
-Graduation with a degree from a recognized post-secondary institution with specialization in information technology, accounting, finance, business administration, commerce or economics.
-A recognized Chartered Professional Accountant (CPA) designation from Canada.
-A Certified Information Systems Auditor (CISA) professional designation.

-Seven (7) to ten (10) cumulative years of information technology and systems audit experience that includes experience contributing to the planning, conducting and reporting of financial statement audits performed in accordance with International Standards on Auditing or Canadian Auditing Standards.
-A minimum of three (3) consecutive years of experience in a management role, managing human and financial resources* at a director or equivalent management level.
-Significant experience** in managing teams that are testing and/or relying on controls in different IT environments, such as, but not limited to SAP, Oracle, Windows, Linux, Mainframe, AWS, Azure etc.
-Significant** experience in developing and maintaining effective working relationships with internal and external interested parties.
* Management of human and financial resources: For each relevant position they held, applicants must indicate the number of staff they supervised directly and indirectly, the size of the budget they were accountable for, and how many annual performance management and budget cycles they completed.
** Significant experience is understood to mean the depth and breadth of experience associated with having performed a broad range of activities acquired at a managerial level, over a period of at least three (3) years.
