Work environment
The Transportation Safety Board of Canada (TSB) is part of the core public service administration named in Schedule IV of the Financial Administration Act (FAA) and is also subject to the PSEA. This being said, the TSB is an independent arm's length agency that reports to Parliament through the President of the King's Privy Council for Canada. The organization aspires to be a modern world-class organization that evolves and adapts as it strives to influence changes that advance transportation safety. The TSB has a strong reputation in Canada and around the world.
The TSB is a small organization with approximately 240 employees and 5 Board Members, including the Chair. The organization operates in a decentralized manner through 10 locations across Canada. Employees work in a collegial and collaborative environment.
Intent of the process
We are currently looking for a candidate to fill a position in one of the following regions: Gatineau, Qc, Richmond, BC, Calgary, AB, Edmonton, AB, Winnipeg, MB, Richmond Hill, ON, Dorval, QC,
Dartmouth, NS.
The intent of this process is to establish a pool of partially qualified candidates. Similar positions may be staffed through this process with various tenures, language profiles and/or requirements, locations, and security requirements.

The incumbent of this position is required to travel in Canada and abroad.
The incumbent of this position must respond to emergencies without advance notice and be able to work irregular hours.

Recent and significant experience* in managing the conduct of investigations or research, the delivery of projects, programs or operational activities in a field related to Rail or Pipeline transportation.
Recent and significant experience* in providing strategic analysis and advice, briefing and recommendations to senior management
Recent and significant experience* in establishing organizational priorities, in directing their development, implementation and managing the resulting changes.
Recent and significant experience in the management of human and financial resources. **
Experience in consulting, negotiating or establishing partnerships with national and/or international stakeholders.
* Recent and Significant experience is defined as the depth and breadth of the experience associated with having performed a broad range of complex activities related to this task, which are normally acquired over a period of at least 4 years within the last 7 years.
** Please indicate the number of employees you supervised directly and the size of budget for which you were directly responsible.

Graduation with a degree from a recognized university in engineering, science or human factors.
Project Management Professional (PMP) Certification.

Experience in conducting risk assessments and developing risk mitigating strategies.
Experience in promoting and implementing a digital shift.
Experience* in building and maintaining productive relationships and negotiating solutions with multiple stakeholders having competing priorities, interests, and objectives.
Experience** leading the implementation of significant organizational, operational, or strategic change initiatives in an environment where employees or stakeholders demonstrated resistance to change, competing priorities, or risk-averse behaviors.
Experience influencing and gaining support from employees, managers, and executives to advance organizational priorities and achieve desired outcomes in complex or sensitive environments.
*Examples may include internal and external stakeholders, bargaining agents, industry representatives, central agencies, regulators, technical specialists, or senior executives where consensus, compromise, or balanced outcomes were required.
** Examples may include introducing new business processes, operational practices, technologies, organizational structures, strategic priorities, performance expectations, or modernization initiatives requiring sustained engagement, influence, and change management.
Knowledge of the federal government’s priorities, as well as the issues and trends in public administration.
