Duties
• Install, configure, program, commission, maintain, and troubleshoot Building Automation Systems (BAS), PLC, DDC, and supervisory control systems.
• Support enterprise BAS platforms including controllers, operator workstations, servers, communication networks, and integrated systems.
• Monitor system operation and respond to alarms, faults, communication failures, and abnormal equipment conditions.
• Analyze control sequences, logic programming, and system performance to identify deficiencies and implement corrective actions.
• Perform programming modifications, database updates, graphics changes, and system configuration changes as required.
• Support integration between various control platforms using industry communication protocols such as BACnet/IP, Modbus, Ethernet/IP, OPC, and other network-based communication methods.
• Participate in system upgrades, migrations, expansions, and lifecycle replacement projects.
• Install, calibrate, test, troubleshoot, and maintain building automation instrumentation
• Diagnose field device failures and determine appropriate corrective actions.
• Perform commissioning activities including point-to-point verification, functional testing, and system validation.
• Participate in planned testing, inspections, and audits.
• Respond to operational issues impacting environmental conditions, equipment operation, or facility reliability.
• Perform scheduled preventive maintenance activities on BAS and security systems.
• Assist with the Installation, maintenance and troubleshooting of electronic security systems
• Support configuration and troubleshooting of video surveillance systems

Intent of the process
Although the immediate intent of this Job Opportunity Advertisement is to staff indeterminately, applicants should be aware that a pool of qualified candidates (fully assessed or partially assessed) may be established and may be used to staff similar positions at this group and level. In addition, this process may be used for various tenures (acting appointments, assignment, deployment, indeterminate, specified period, secondment), security requirements and conditions of employment within the Public Health Agency of Canada in the National Microbiology Laboratory.

EDUCATION:
▶Graduation from an accredited community college with a diploma in Instrumentation Engineering Technology, Electro-Mechanical Engineering Technology, or an acceptable combination of education, training and/or experience is defined by a successful completion of a minimum of one (1) course relevant to the duties of the position (e.g. courses taken through continuing education facilities, colleges, universities, professional or governmental organizations or employers) AND a minimum of (1) year of professional experience in a field relevant to the duties of the position.

EXPERIENCE:
▶ Installing, programming, commissioning, maintaining, and troubleshooting Building Automation Systems (BAS) and PLC/DDC-based control systems.
▶ Calibrating, testing, and maintaining field instrumentation, including but not limited to temperature, pressure, flow, and humidity devices.
▶Interpreting and applying engineering drawings, wiring diagrams, control schematics, P&IDs, and technical specifications.
▶Integrating controllers, field devices, and instrumentation into existing control systems in operational environments.

▶ Eligibility for certification as a technologist with the Technicians and Technologists Association of Manitoba (CTTAM), BAS certifications, or security system certifications.
▶Experience with networking fundamentals, including switches, VLANs, and IP addressing.
▶Experience commissioning, validating, and documenting control and/or security systems in regulated environments.
▶Experience working in critical environments such as laboratories, healthcare facilities, data centres, or research facilities.
▶Experience configuring, operating, or maintaining enterprise-level access control systems, including door controllers, card readers, electrified hardware, and credentialing platforms.
▶Experience configuring or supporting video surveillance systems, including IP cameras, VMS platforms, network video recorders, and storage systems.
