The Head of Technical Services provides senior technical leadership and delegated managerial oversight for the planning, design, and delivery of audiovisual and integrated technical services supporting Public Services and Procurement Canadaโs (PSPC) Event and Conference Management (ECM) program.
The position serves as ECMโs technical subject matter expert, leading technical teams and advising management and clients on the delivery of high-profile, technically complex conferences and events across the National Capital Region and Canada.

โฅ Plans, designs, and delivers end-to-end audiovisual and technical solutions for high-profile conferences and events, ensuring alignment with Government of Canada standards, accessibility requirements, and client expectations.
โฅ Manages a technical workforce of approximately thirty employees through subordinate supervisors, including performance management, staffing, training, and workplace health and safety, in accordance with delegated authority.
โฅ Forecasts and manages technical resource requirements and oversees budgets, contracts, and staffing related to technical services.
โฅ Represents ECM as the technical subject matter expert with clients, service providers, and interdepartmental partners.
โฅ Advises ECM management on the technology roadmap; contributes to the development of policies, standard operating procedures (SOPs), tools, service standards, and performance reporting.
โฅ Oversees technical installation/fit-up, calibration, testing, and live operations; lead troubleshooting and contingency responses for complex, time-critical events (including travel and after-hours support as required).
โฅ Leads the lifecycle management of technical assets, including technical specifications, procurement support, system integration, maintenance and repair, upgrades, inventory control, and disposal; Ensures the integrity of technical records and schematics.
โฅ Establishes and applies quality assurance practices, SOPs, and performance indicators to ensure reliable service delivery and continuous improvement.
โฅ Builds and sustains a high-performing, future-ready technical team by defining competencies, supporting continuous training, monitoring technology trends, and promoting proactive upskilling and succession planning.

The Events and Conference Management (ECM) team has existed for over 50 years. ECM provides federal and non-government clients with logistical support services to plan, organize, coordinate and implement events and conferences of various sizes and complexity. The ECM team supports approximately 1500 to 2000 events annually, ranging in scope and complexity. They include international, national and regional events as well as local meetings and conferences. Its services are available in-person and/or virtually in the National Capital Area, in four equipped facilities, as well as across Canada.
Services available also include the provision of operational and ceremonial support for high level international dignitary visits and national ceremonies. The ECM team also provides audiovisual expert advice and support services for in-person and virtual meetings as well as event planning budgetary services.

You must be willing to be reassigned to any location served by the PSPC's Conference Centre in the National Capital Region. Reassignments for operational needs may occur with as little as a few hoursโ notice for temporary coverage and up to five daysโ notice for ongoing reassignments.
