About the position

Duties
Develops and produces evidence- based analytical products, services, reports and written recommendations to support Senior Divisional Management in operational decision-making in relation to “D” Division Community and Indigenous Policing Services programs, operational strategy and policies. Acts as a divisional liaison with National RIRS (RCMP - Indigenous Relations Services) and with Indigenous leadership including Manitoba Keewatinowi Okimakanak (MKO), Assembly of Manitoba Chiefs and Southern Chiefs Organization, the Manitoba Metis Federation and representatives from Inuit advocacy agencies. To act as a resource and explain/ discuss a variety of topics related to indigenous relations, surveys, research policy and statistics.

Intent of the process

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

Conditions of employment

RCMP Enhanced Reliability Status (ERS) security clearance.
Must be willing and able to travel in remote or rural areas.
Must be willing to work extended hours on short notice.

Successful completion of a secondary school diploma or an acceptable combination of education, training, and/or experience.

Significant* Experience in developing or applying analytical techniques or qualitative/quantitative methodology to advance a project.
Experience in producing and presenting material(in at least two of the following: reports, presentations, project findings, and briefings) to decision-makers.
Significant* Experience researching, analyzing and providing strategic advice or recommendation to senior management(Inspector/Director and above)
Experience liaising with internal and external stakeholders.
"Significant" is defined as the depth and breadth of professional experience that would normally have been gained performing the duties for a period of at least two years.

Bachelors Degree from a recognized post-secondary institution with a major in the social sciences, sociology, psychology, anthropology, Indigenous Studies, Statistics, Research or discipline related to the position.
Master’s degree from a recognized post-secondary institution with a major in the social sciences, sociology, psychology, anthropology, Indigenous Studies, Indigenous Research methodology, Statistics, Research or discipline related to the position.

Experience with analytical tools, databases and/or mapping software (e.g. i2, iBase, Access, ArcGIS)
Experience working with dashboard visualization tools such as Tableau, Power BI, Infogram, Zoho Analysics.
Experience in conducting assessments of effectiveness of Community and Indigenous Policing initiatives, strategies policies, and business processes.
