About the position
DutiesThe Vice-President (Assistant Deputy Minister), Northern Projects Management Office, Policy & Communications leads the work of a diverse team of professionals.
As Vice-President, you will:
• Oversee the Northern Projects Management Office (NPMO), ensuring effective federal coordination in impact assessments and regulatory processes, Crown consultation record‑keeping, and issues management for major projects across the territories.
• Lead integrated policy and planning functions, ensuring that CanNor’s strategies, programs, and initiatives are evidence‑informed, coherent, and aligned with federal priorities and northern realities.
• Provide executive oversight of the Corporate Secretariat, including Cabinet and Treasury Board submissions, ministerial briefings and parliamentary affairs.
• Lead strategic and corporate communications, ensuring that internal and external communications are consistent, timely, and reflective of Government of Canada standards, while supporting effective engagement with northern audiences.
• Foster strong relationships with territorial and Indigenous governments, northern communities, federal departments, co‑management boards, and industry partners, supporting horizontal collaboration, regulatory coherence, and Reconciliation commitments.

Work environment
The Canadian Northern Economic Development Agency (CanNor) works with territorial and Indigenous governments, northern communities, federal departments, and industry partners to support sustainable, inclusive, and diversified economic development across the territories. With headquarters in Iqaluit and regional offices in Yellowknife and Whitehorse, and an administrative office in Ottawa, CanNor drives northern economic priorities, supports major project coordination, and advances programs that foster growth and opportunity in Nunavut, the Northwest Territories, and Yukon.
Intent of the process
The intent of this process is to fill one permanent full-time position in one of the three territories – Iqaluit (Nunavut), Yellowknife (Northwest Territories) or Whitehorse (Yukon) – with a government language profile of Bilingual non-imperative CBC/CBC.

Total Compensation and Benefits:
This Executive position includes the following competitive compensation and benefits:
-Salary: $197,774 to $232,676 + northern allowance, performance pay, and one (1) Vacation Travel Assistance per year which includes a spouse/common-law partner and dependants.
* Allowances vary by location:
• Current annual rates are as follows:
• Iqaluit: approximately $24,819 - $44,990
• Yellowknife: approximately $18,527 - $26,363,
• Whitehorse: approximately $9,336 - $12,989
Vacation Travel Assistance: Employees and their dependants are each eligible to receive a vacation travel assistance ranging from $800 - $2,400 per person. Rates vary according to the position's location

-Relocation assistance.
-Government housing is available for positions in Iqaluit, Nunavut.

Asset Education

Asset Experience
AE1. Extensive* experience working in the North, preferably in the Northwest Territories, Yukon, Nunavut or Inuit Nunangat.
AE2. Experience working in territorial and/or Indigenous governments, organizations, or communities in the North.
AE3. Experience managing major projects or regulatory portfolios in the North.
AE4. Experience managing federal funding programs or contribution agreements.
*Extensive is defined as the breadth and depth of experience acquired working from a location in Canada’s North or with northern governments or partners, over a minimum of three (3) years.
