Intent of the process
There is an immediate need to fill seven (7) PM-05 positions on an indeterminate basis in Ottawa, Ontario.
A pool of partially or essentially qualified candidates may be established through this process and used to staff identical or similar positions with various employment tenures (temporary and permanent), language profiles, operational requirements, and conditions of employment at the Department of National Defence.

Conditions of employment

▶Various security clearances: Secret, Top Secret.
▶ Important Information: Candidates must be eligible to obtain and maintain a Top-Secret security clearance. In line with the Directive on Security Screening, candidates must hold Canadian citizenship to obtain this level of clearance.

Your application must clearly explain how you meet the following
EDUCATION
ED1. A secondary school diploma or employer-approved alternatives (see Note 1).
Note:
1. The employer-approved alternatives to a secondary school diploma are:
A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or
An acceptable combination of education, training and/or experience
Candidates who already meet both of the following criteria must be accepted as meeting the secondary school diploma requirement:
a. Candidates who have achieved a satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; and
b. Candidates who have been appointed or deployed for an indeterminate period to a position in the PM classification.
The opportunity to be assessed by at least one of the two employer-approved alternatives must be offered to candidates who have not previously met the secondary school diploma requirement.
Candidates who were appointed or deployed on an indeterminate basis using an acceptable combination of education, training and/or experience meet the secondary school requirement for the PM classification only and must be reassessed for entry to other classifications on the basis of this alternative.
An acceptable combination of education, training and/or experience is defined least three (3) years’ experience working in the ATIP field. Level of autonomy must be demonstrated.

EXPERIENCE:
Experience common to both positions: ATIP Team Leader (supervisory) & ATIP Team Advisor (non-supervisory).
EX1: Significant * experience in interpreting and applying the Access to Information Act or the Privacy Act.
EX2: Experience handling, resolving and processing complaints from the Office of the Information Commissioner of Canada or the Privacy Commissioner of Canada.
* Significant experience will be assessed in terms of the depth and breadth of activities, the complexity and diversity of work handled, as well as the level of autonomy demonstrated normally acquired over a period of five (5) years.
EXPERIENCE:
Additional Experience required for ATIP Team Leader (supervisory) position only.
EX3: Significant* experience analyzing documents, including sensitive and confidential records, for the purpose of making recommendations to management or interested partners.
EX4: Experience supervising a team in an operational environment.
* Significant experience will be assessed in terms of the depth and breadth of activities, the complexity and diversity of work handled, as well as the level of autonomy demonstrated normally acquired over a period of five (5) years.
EXPERIENCE:
Additional Experience required for ATIP Team Advisor (non-supervisory) position only.
EX5: Significant* experience in researching, analyzing and reviewing files for the purpose of making recommendations on the application of legislation and related policies related to the files.
* Significant experience will be assessed in terms of the depth and breadth of activities, the complexity and diversity of work handled, as well as the level of autonomy demonstrated normally acquired over a period of five (5) years.

AEX1: Extensive* experience in the interpretation and application of the Access to Information Act or the Privacy Act, and related policy instruments.

AEX3: Experience consulting or negotiating with applicants, other Government Departments (OGD), third parties or internal stakeholders.

KNOWLEDGE:
AK1: Knowledge of case law that impacts on the interpretation of the Access to Information and Privacy Act.
AK2: Knowledge of the Access to Information Act, the Privacy Act and related Treasury Board policies, regulations and guidelines.
