About the position
Duties
The work integrates historical research, legal analysis, and community engagement. The scope of the position includes the ongoing review of relevant federal and provincial legislation, as well as changes to legal and regulatory frameworks that affect the organization. It also supports the advancement of reconciliation by fostering and leveraging strategic partnerships with First Nations, federal and provincial regulatory bodies, and the different teams at Indian Oil and Gas Canada.
Work environment
IOGC manages and regulates oil and gas resources on designated First Nation lands across Canada. We are a non-unionized special operating agency within Indigenous Services Canada. Our dual mandate is to fulfill the Crown's fiduciary and statutory obligations related to the management of oil and gas resources on First Nation lands and to further First Nation initiatives to manage and control their oil and resources such as governance.
Intent of the process
The immediate need is to staff: one (1) indeterminate English essential position and one (1) term English essential positions.
A pool of partially or fully qualified candidates may be established from this selection process and may be used to staff similar positions with various tenures and various security clearances within Indian Oil and Gas Canada.

Your application must clearly explain how you meet the following
EDUCATION
Graduation with a degree from a recognized post-secondary institution with a specialization in economics, sociology, or statistics.
Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
An indeterminate incumbent of a former ES position on June 30, 1967 who became an EC on June 22, 2009, who does not possess the minimum level of education as indicated for Part A above is deemed to meet this minimum educational standard based on his/her education, training and/or experience.

EXPERIENCE
Experience in conducting research and analysis in order to provide advice and recommendations in support of operational policies and program related initiatives.
Experience in developing and drafting correspondence, policy documents, briefing materials, and recommendations for senior management.*
Experience in interpreting and applying legislation, regulations, or policies related to one or more of the following: Indigenous interests, natural resource development, intergovernmental relationships, or energy development.
Experience collaborating with senior management, and with Indigenous communities, or internal and external stakeholders on policy development.
*Senior management refers to senior executives or decision-makers responsible for strategic decisions within the organization.
Applied / assessed at a later date
Knowledge of policy development processes, including research methods and analytical techniques.

Experience collaborating with First Nations, and having knowledge of Indigenous governance structures, frameworks, principles, and an understanding of their unique cultures and values.
Experience supporting or leading policy and legislative initiatives related to service transfer, Indigenous self-governance, self-determination, or regulatory modernization.
Experience in building and maintaining relationships with First Nations governments or Indigenous organizations
Knowledge of federal and provincial legal frameworks related to oil and gas management.
