About the position

Duties
As the Technical Advisor of the IT support sector, you will be responsible for maintaining IT systems and tools, developing software solutions, and managing databases. You will also serve as an expert advisor to management and business lines regarding strategic directions related to IT, including the applications of artificial intelligence in the context of the Office of the Commissioner of Official Language’s mandate.

The OCOL is a small organization of less than 200 employees that offers a positive, collaborative and bilingual work environment.
The eco friendly building is located at 30 Victoria Street in Gatineau, Quebec, and is close to public transit, parking, bike and walking paths, shops and services. The building also offers indoor bike storage and changing rooms with showers.
As part of this process, the position to be filled is located in Gatineau. The person appointed will be required to report to the designated work location in accordance with the Common Hybrid Working Model for the Federal Public Service and the Organizational Guidelines for Telework.
Intent of the process
There is currently a staffing need to staff one position for a two-year period.
Government employees who are occupying an IT-03 position or equivalent could be considered in priority.
Please note that this position requires an advanced level of bilingualism. Candidates will be assessed on their second official language (French or English) at the beginning of the process.
A pool of qualified candidates resulting from this process may be established and used to fill this position and similar positions with various language requirements, security requirements, various conditions of employment, various locations and durations. All federal organizations listed in Schedules I, IV and V of the Financial Administration Act may use this staffing process to appoint a candidate to its organization in a similar position if a pool is created with the approval of the manager in consultation with Human Resources.

EDUCATION
Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.
Note:
Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

EXPERIENCE
- Significant experience* in developing complex** IT solutions developed under Microsoft Dynamics 365 on-premises or with PowerApps. This experience includes customizing applications using Javascript, FetchXML, C#.
- Experience in providing expert technical advice and recommendations on complex** issues related to the development of IT software solutions to management, clients or other stakeholders.
*Significant experience is defined as the depth and breadth of experience associated with performing duties on a full-time basis for approximately three (3) years.
**Complex is defined as an issue with two or more of the following characteristics: multi-dimensional, cross-platform, requiring integration, sensitive, multi-stakeholder, precedent setting, affecting client services, or having a major impact on operations.

- Knowledge of Microsoft SQL Server 2008 or newer, as well as SQL programming.
