About the position

Duties
1.Manage the development of maintenance tasks and inspections in support of the Instructions for Continued Airworthiness (ICA) requirements for domestic and foreign aircraft and engines type certificated in Canada and operated domestically or in foreign service.
2.Ensure Original Equipment Manufacturers identify and record all ICA documents that comprise the means for showing compliance with the applicable design standard and review their content for compliance with the design standard.
3. Define standard operating procedures, resolve issues, explore new standards development and implement those Standard Operating Procedures and Standards by participating as a subject matter expert in Industry, Regulatory and public meetings.
4.Ensure foreign-registered aircraft operating in Canadian airspace, comply with Canadian regulations and conditions set forth in their flight authorities, pursuant to ICAO Article 39.
5.Provide functional (advisory) support to National Standards/ National Operations and Continuing Airworthiness division and to the regions.
Work environment
On site is Hybrid working model in Ottawa, ON. The requirements are currently 3 days in office per week as per Treasury Board. The office location of the immediate position to be filled is at 159 Cleopatra Drive, Ottawa, Ontario, K1A 0N8.
Occasional requirements off-site include:
- Boardroom meeting settings.
- Aircraft, engines or components in production or maintenance environments.

The intent of this process is to immediately staff one (1) indeterminate TI-06 position in Ottawa, ON.
A pool of qualified or partially qualified candidates may be established depending on operational needs across Transport Canada.

OPERATIONAL REQUIREMENTS
Must be willing and able to work overtime and weekends as required.
Must be willing and able to travel nationally and internationally.
Must be willing and able to perform maintenance task validation and oversight activities in, on, and around aircraft in the environment where they are operated and maintained.

Education
ED1: A secondary school diploma or employer-approved alternatives (see Note 1).
Note 1: The employer-approved alternatives to a secondary school diploma are:
- A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or
- An acceptable combination of education, training and/or experience.
ED2: Successful completion of a post-secondary diploma or degree in aircraft maintenance or an acceptable combination of education, training and experience related to aircraft maintenance and/or manufacturing (see Note 2).
Note 2: Acceptable combination is defined as successful completion of a secondary school education or other post-secondary education o rrelevant training to the position and minimum six years of experience as a maintenance technician on turbine powered aircraft based / operated in Canada.

Occupational Certification
OC: Candidates must meet one of the following requirements:
Possess a valid M1 or M2 Aircraft Maintenance Engineer licence
OR
Holds a university degree, college certificate or a current membership in the American Society for Quality Control who have six (6) or more years of industry experience in the performance or supervision of aeronautical product manufacturing processes; Non-destructive specialist having ten (10) years in the field of non-destructive testing, preferably with an aircraft background and a C.G.S.B certification covering Radiography (Aircraft Structures),Magnetic Particle, Liquid Penetrant and Eddy Current inspection are also employed.
Experience
EX1 : Experience* in performance of complex aviation maintenance activities in a wide variety of situations and has six (6) or more years of Industry experience as a licensed M2 AME or aviation technician on Turbine powered pressurized airplanes designed to carry 10 or more people or having a maximum weight of 33,000 lb or more and or Turbine powered helicopters designed to carry 10 or more people or having a maximum weight of 20,000 lb or more.
Note: *Experience demonstrating an increasing level of responsibility throughout their career.

ASSET QUALIFICATIONS
Asset Experience
AEX1: Experience in the development and amendment of scheduled maintenance program analytical methodologies such as the Maintenance Steering Group (MSG) and Reliability Centered Maintenance (RCM).
AEX2: Experience in the flight operations environment (flight engineer, technician, pilot, etc.).
AEX3 : Experience with Microsoft Office products(Word, Excel, PowerPoint, OneDrive, SharePoint).
Asset Knowledge
AK1: Knowledge of aviation accident or incident investigations.
ORGANIZATIONAL NEEDS
1.
