The Parliamentary Protective Service (PPS) is a separate employer and is not subject to the Public Service Employment Act (PSEA). PPS has its own classification, compensation system, and a different staffing regime. As such, we use a different staffing process and terminology. Persons appointed to PPS continue to be part of the federal government and will receive the public service pension plan and public service insurance benefits plan, which include health, dental, disability and life insurance plans.

Duties

Within a small team of dedicated HR professionals, the Senior Manager, Talent Management is responsible for the provision of a wide range of strategic and operational Human Resources services.

The successful candidate will have extensive experience and subject matter expertise in human resources disciplines such as recruitment, HR planning, job evaluation, HR programs, performance management, competency-based management, or other HR disciplines.

The successful candidate will have extensive knowledge of legislation and policies pertaining to federal institutions and have the tenacity and skill to apply collective agreements while aligning with the Service’s strategic objectives and core business strategies. In addition, the Senior Manager, Talent Management will provide guidance and coaching to the Talent Management team.

Work environment

The Director of the Parliamentary Protective Service reports directly to the Speakers of the Senate and the House of Commons, who act as custodians of the powers, rights, privileges and immunities of their respective chambers and members.

The Director also reports to the Commissioner of the Royal Canadian Mounted Police on operational matters. The Royal Canadian Mounted Police leads security-related activities in accordance with the terms of an agreement between the Speakers of both Houses and the Ministers of Public Safety and Emergency Preparedness.

Intent of the process

The purpose of this recruitment and selection process is to establish a pool of qualified or pre-qualified candidates to staff the position on a temporary basis (12 Month). The pool may also be used in the future to staff similar positions on a term or indeterminate basis within the PPS.

A university degree from a recognized institution in industrial relations, human resources, public or business administration, law, political science or in another related field OR an acceptable combination of experience, training and education.

Degree equivalency

Recent* and Significant** experience providing strategic advice*** to senior management and leading a wide variety of complex human resources initiatives or programs in the field of recruitment and/or classification and organizational design.

Significant** experience in Human Resources analytics and Human Resources KPI (Key Performance Indicators) reporting.

Significant** experience in leading partner consultations in the context of a strategic human resources initiatives.

DEFINITIONS:

*Recent refers to experience acquired within the last five (5) years.

**Significant experience is defined as the depth and breadth normally acquired through performance of the duties for a period of approximately ten (10) years

*** Strategic advice includes planning, consultation, analysis and/or implementation of HR services for an organization and in consultation with management of an organization in order to effectively achieve program and/or client operational objectives.

A Certified Human Resources Professional designation.

Experience working in the field of recruitment and/or classification and organizational design within the public sector (including agencies and crown corporations)

Recent* and significant** experience establishing and developing recruitment strategies including DEI recruitment strategies

Experience in Hay Plan job evaluation methodology.

Experience managing human resources.

Recent* and significant** experience in the development of corporate human resources strategies or programs within the public sector.

Willingness and ability to work overtime.

Willingness and ability to carry and respond to clients using a mobile device.

Conditions of employment

All candidates must be eligible to obtain both a Site Access Clearance, and Enhanced Reliability Status (ERS)*with Secret/Top Secret clearance where required*.
