Assessment accommodation

The Northern Projects Management Office (NPMO) at the Canadian Northern Economic Development Agency (CanNor) is looking for Project Development Officer. This exciting position will report to the Project Manager and support them in the research, analysis, organization of data and information and coordination services to stakeholders and partners related major projects in the North including support for Crown consultation obligations. Through your duties you will have opportunities to learn about the private sector, co-management boards, and governments across all three territories as well as learn about the Crown’s responsibilities with regards to fulfilling duty to consult obligations with Indigenous peoples. Benefits:
The salary range between $61,472 et $80,867 plus a northern allowance. As a federal government employee, you will also receive a comprehensive benefit package including an employee pension plan, health and dental insurance.

Work environment

Established in August 2009, and recently having celebrated its 15th year, the Canadian Northern Economic Development Agency (CanNor) is the only federal department with an exclusive mandate for the North. CanNor's vision is to develop a strong, diversified, sustainable and dynamic economy for Northerners and Indigenous peoples, communities and businesses across Canada's three Territories. As the smallest of the Government of Canada’s five regional development agencies (less than 120 staff in total), CanNor provides a unique opportunity for individuals looking to be part of a small but mighty organization that leverages its nimbleness to tackle some serious, high-profile socio-economic and Crown consultation-related issues.

The Northern Projects Management Office (NPMO) was established to bring a holistic approach to the federal coordination of environmental review and regulatory processes for major resource development and infrastructure projects in the North.

NPMO has three main functions, which are:

• The coordination of federal participation in the northern environmental assessment and regulatory review processes;
• Supporting federal departments consultation with Indigenous peoples as part of environmental review processes, assisting the Government of Canada in fulfilling Crown consultation obligations; and,
• Convening, pathfinding and issues management to help ensure that environmental assessment and regulatory review processes are effective and timely.

Intent of the process

A pool (list) of qualified candidates will be established to fill future vacant positions with various tenures (including but not limited to term appointments, indeterminate appointments, actings), various linguistic profiles and various security requirements in Canadian Northern Economic Development Agency’s offices (Iqaluit, Nunavut; Yellowknife, Northwest Territories; and Whitehorse, Yukon).

For positions in Nunavut, Inuit enrolled under the Nunavut Agreement who are found qualified in this staffing process will be appointed ahead of other qualified applicants.

E1: Experience working with Indigenous governments or Indigenous communities
E2 :Experience in collaborating and maintaining relationships with internal and external partners.
E3. Experience consolidating information from multiple sources and preparing reports or presentations, using Microsoft Office programs (e.g., Word, Excel, Power Point) including data management and logistics support to project management teams.

Experience
AE1: Experience working in cross-cultural environment in the North, preferably in Yukon, Northwest Territories, Nunavut or Inuit Nunangat.
AE2: Experience working on northern natural resource development issues or files, such as oil and gas, pipelines, mining, infrastructure and economic development.
AEX3: Experience participating in Crown consultation and/or engagement programs.

Knowledge
AK1: Knowledge of project management concepts
AK2. Knowledge of environmental assessment processes in Canada
AK3: Knowledge of Northern Indigenous culture, society and/or economy

Abilities
AA1: Ability to communicate in Inuktitut.
