Duties

Join the Fight Against Financial Crime! The Financial Transactions and Reports Analysis Centre of Canada (FINTRAC) is at the forefront of ensuring the safety of Canadians and the integrity of Canada’s financial system. As Canada’s financial intelligence unit and AML/ATF supervisor, FINTRAC helps combat money laundering, terrorist financing, and threats to the security of Canada.

As an Operational Senior Compliance Officer you serve as a guiding figure and mentor to Compliance & Support Officers and students. Additionally, you will be a part of delivering a comprehensive end-to-end suite of supervisory activities by overseeing a diverse portfolio encompassing some of the largest and most complex relationships, leading supervisory activities such as examination and reviews, devise and execute targeted plans for supervisory intervention and enforcement actions, engagement with a wide range of stakeholders, and ensuring the continued implementation of FINTRAC compliance program and services across Canada for one of these respective sectors:
• Federally Regulated Financial Institutions
• Financial Entities - This includes credit unions, life insurance companies, mortgage lenders, securities dealers, and trust and loan companies
• Designated Non-Financial Business and Professions (DNFBP): This includes accountants, BC notaries, casinos, dealers in precious metals and stones and real estate
• Money services businesses

Work environment

The selected candidate will physically work in one of our 4 FINTRAC locations: Toronto, Vancouver, Ottawa or Montreal. In-office presence is required a minimum of 3 days / week.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Graduation with a degree from a recognized post-secondary institution.

Degree equivalency

• Significant* operational Anti-Money Laundering (AML)/Anti-Terrorist Financing (ATF) experience with one or more reporting entity sectors covered under the PCMLTFA (for example banks, credit unions, casinos, money services businesses, real estate, etc.);

OR

Significant* experience in conducting compliance assessment activities or audits on behalf of a federal or provincial supervisory/regulatory organization which includes writing exam/audit findings and/or assessment reports

• Significant* experience writing reports (such as exam/audit findings, briefing notes, executive summaries, analytics reports, enforcement action, etc.) for internal or external stakeholders

• Significant* experience collaborating with internal or external stakeholders (e.g. central agencies, government departments, non-governmental organizations, international partners, private sector organizations, etc.)

*Significant experience is defined as experience that is comprehensive (covering a wide range of responsibilities), deep (showing thorough involvement), and complex (involving challenging tasks), normally associated with having performed such duties for a minimum of three (3) years.

What does Bilingual Imperative mean? In order to be appointed, the successful candidate must meet the language profile at the time of appointment. A person whose first official language is French must possess the required level in English and a person whose first official language is English must possess the required level in French.

What does BBB/BBB mean? You must attain a proficiency level of B in reading comprehension (intermediate), B in written expression (intermediate) and B in oral language (intermediate).

What does CBC/CBC mean? You must attain a proficiency level ofC in reading comprehension (advanced), B in written expression (intermediate) and C in oral language (advanced).

Information on language requirements

• Ability to interpret and apply the Proceeds of Crime (Money Laundering) and Terrorist Financing Act (PCMLTFA) and its associated Regulations

• Knowledge of money laundering trends and terrorist financing threats

• Ability to communicate effectively

• Ability to manage relationships with key stakeholders

• Ability to provide guidance to others (coaching)

• A relevant professional designation such as Certified Anti-Money Laundering Specialist (CAMS) or Canadian Anti-Money Laundering Institute (CAMLI).

• Chartered Professional Accountant (CPA) designation

• Financial services industry experience (such as working in banks, credit unions, insurance companies, securities and wealth management firms, as well as government departments that directly deal with the supervision and regulation of these institutions, or other relevant areas)

• Experience working with virtual currencies and blockchain analytics.

• Experience in analyzing large sets of information or experience in using tools for manipulating large datasets to prepare analyses.

• Experience conducting outreach or delivering presentations to internal or external stakeholders.

• Financial or internal audit experience.

• Knowledge of virtual currencies and blockchain.
